  • EPCDs / explosive bird control devices (Bird Bombs®, Bird Whistlers®, Shell Crackers) purchased from Sutton Agricultural Enterprises, Inc. are to be used for bird control / wildlife pest control only. Any other use is strictly prohibited.

  • The buyer(s) and user(s) of EPCD must be qualified personnel 21 years of age or older.

Bird Bombs® and Bird Whistlers® (EPCDs) have been a Sutton Ag U.S. exclusive for over 55 years, and are the original bird control pyrotechnics. They are safe, easy to use, and remain the most effective available means of scaring pest birds without harming them.
Single Shot Launcher with Bird Bomb
Bird Bombs® (15 mm red colored cartridge) are fired from a hand held launcher, and will travel 75 - 100 feet before exploding. Actual range varies depending on firing angle and wind factor. $48 per 100 rounds (includes .22 cal. blanks).

Bird Bombs® must be stored properly. ATF permit required for purchase by private or corporate users (permit not required from government entities/public agencies). Shipment is subject to hazardous materials handling fees imposed by the carrier.

Single Shot Launcher for Bird Whistler
Bird Whistlers® (15 mm green colored cartridge) are fired from a hand held launcher, and will screech for 250 - 300 feet without exploding. Actual range varies depending on firing angle and wind factor. $45 per 100 rounds (includes .22 cal. blanks).

Bird Bomb® and Bird Whistler® Launchers are available in Single-Shot or Double-Barrel style:
Single shot launcher for Bird Bombs or Bird Whistlers
The Single-Shot Launcher has long been the standard launcher for projecting Bird Bombs® and Bird Whistlers®. A single cartridge and cap are loaded in the Single-Shot when firing. $33 each.
Double barrel launcher for Bird Bombs or Bird Whistlers
The Double-Barrel Launcher automatically re-cocks after the first round is fired, allowing you to fire twice in quick succession (bottom barrel fires first, top barrel second). Double-Barrels reduce reloading time, and are also useful when combining "screech" sound of Bird Whistlers® with "bang" sound of Bird Bombs®. $42 each.

Shell Crackers (also known as "cracker shells") work in the same manner as Bird Bombs®, but are fired from a 12 gauge shotgun.

Shell Crackers are especially useful when a greater firing distance is desired as they will travel 200 feet or more before exploding. Actual range varies depending on firing angle and wind factor.
Shell Crackers must be fired from a clean shotgun without a full choke, and with a chamber at least 2-3/4 inches long, and a barrel at least 20 inches long. $120 per 100 rounds.

Whether purchased without a permit by a public agency, or with a permit by a private/corporate user, EPCDs (Bird Bombs®, Bird Whistlers®, Shell Crackers) must always be properly stored. For your convenience, we offer storage magazines in 2 sizes:
    • Mag Model 1, $550: Capacity 5 cu.ft., holds up to 1000 Bird Bombs® plus 1000 Bird Whistlers®
    • Mag Model 2, $195: Capacity 2 cu.ft.: holds up to 500 Bird Bombs® plus 500 Bird Whistlers®
      (Shell Crackers can be stored in either magazine)

    Note: For permittees, a variance is required to store Bird Bombs® or Shell Crackers in either model magazine. See "Storage Requirements" section of our EPCD update letter.

EPCD UPDATE
April 18, 2011

To all buyers of EPCDs/explosive pest control devices (Bird Bombs®, Bird Whistlers®, Shell Crackers):

The federal regulation of our bird control pyrotechnics has rocked Sutton Ag right to the core. For YOU, we don’t want this process to be any more frustrating, intimidating, or expensive than it has to be! In our efforts to dilute those aspects of the regulations, we share below what we’ve learned since our last letter (posted below) ….

  • Exemption for Federal, State & Local Government Agencies
    • Public agencies are NOT required to obtain a federal explosives permit, although they are still required to store per ATF specifications. Public services are often subcontracted to private enterprises, making this a fine line. For a determination, contact the ATF Explosives Industry Programs Branch.   • “User” Permit vs. “Limited User” Permit
    • Limited users may purchase up to six times a year. A review of our customer base shows that most of our buyers can stay within this 6 purchase limitation without compromising their bird control program. Limited permit holders will not be inspected by ATF more than once every 3 years.
  • Storage Requirements
    • Cartridges must be stored in a Type 4* magazine in their original shipping packaging. Sutton Ag now offers two sizes of Type 4 indoor magazines to fit most needs. We will provide the completed storage magazine worksheet to submit with your permit application.
      • Mag Model 1, $550: Capacity 5 cu.ft., holds up to 1000 Bird Bombs® plus 1000 Bird Whistlers®
      • Mag Model 2, $295 price updated 4/28/11 to $195: Capacity 2 cu.ft.: holds up to 500 Bird Bombs® plus 500 Bird Whistlers®

*To store Bird Bombs® in a Type 4 magazine, you will need to request a variance. A sample request letter will also be provided for you to submit with your application. To store in a residence, you will need to request a separate variance.

  • Contract your wildlife control to a service business that holds a permit
    • New regulations have spawned a budding service industry providing wildlife control to customers that used to manage their own. Ask local labor contractors or pest control operators if they can help you with seasonal bird control.

 IMMEDIATE RELEASE TO ALL BUYERS OF WILDLIFE CONTROL PYROTECHNICS

Beginning May 1, 2011 the US Bureau of Alcohol, Tobacco, Firearms, & Explosives will require all users of Explosive Pest Control Devices (EPCD) to have a federal explosives permit.  The application can be downloaded from the ATF website where you’ll find all the information necessary to help you understand the regulations.  You can also contact ATF direct:

The major considerations regarding getting a permit are:

  • Storage requirements
  • Photo/Fingerprinting of persons responsible for EPCDs
    • Not required for staff who handle the products, considered “employee possessors”
  • Fees as per ATF Form 5400.13 (item 12)
    • $100 for 3 years - unlimited purchases, renewal fee $50 every 3 years (cost over 3 years: $100)
    • $75 for 1 year, up to 6 purchases (interstate), non-renewable, must reapply and pay $75 fee annually (cost over 3 years: $225)
    • $25 for 1 year, up to 6 purchases (within California), renewal fee $12 annually (cost over 3 years: $49)
  • Recordkeeping 

You will need to decide whether to continue using wildlife control pyrotechnics as part of your bird control program. We support the decision you make, and hope to be of service in any event.  If you choose to eliminate EPCDs from your bird control program, we look forward to offering you alternative solutions. If you are committed to maintaining access to these products as part of a diversified bird control effort, please contact us for an information packet that we hope will facilitate the application process. The explosives permit application will take up to two months for ATF to approve, so be sure to allow time before your bird damage season arrives. Federal, state, and local agencies are not subject to all of the new regulations (see item (a) 3 here: 27cfr555.141 ), but must maintain proper storage, and can purchase these items after completing and returning a Declaration of Use form to Sutton Ag.
